Proposal Review & RDA Board Consideration Policy - (click to expand)
The Redevelopment Authority will consider projects after staff issues recommendations based upon due diligence and review. For the board to take formal action, the developer/development team must fulfill all proposal criteria outlined below. Proposals must be directed to: Secretary, Redevelopment Authority of the City of York, 49 East Market Street, York, PA 17404.
There is a mandatory 14-day Review Period on ALL proposals received prior to RDA Board review. Therefore, to have a proposal discussed at an RDA Board meeting, it must be submitted at minimum 14-days prior to the Board meeting.
- Development Teams must exhibit all of the following five criteria for consideration by the RDA: Full completion of the Authority’s Development Application available in hard copy at 49 East Market Street or downloadable under the City of York Redevelopment Authority section of RevYork.com (simply click on the Redevelopment Authority icon on the homepage of Revyork.com to download the application), complete with applicant’s signature;
- Strength of submitted project plan to be evaluated by staff. Plan must include project scope, budget, architectural/engineer drawings and timeline; (please note, for option contracts or rights to negotiate, an official project plan is not required, but a conceptual description and budget estimation is recommended)
- Written evidence of work experience and/or work products in the category of construction, rehabilitation, or adaptive re-use as proposed in the conceptual plan
- Written evidence of financial ability to complete the proposed project, including, for example, bank statement/s and/or letter/s from the entity’s bank/s noting the entity’s credit facilities (i.e., accumulated value of bank accounts and/or line/s of credit)
- Financial consideration proposed in writing (e.g., right to negotiation, or land lease, revenue sharing, and/or building sales agreement)
Reminder: a 14-day Mandatory Review Period exists and any proposal received requires a minimum 14-days review window. Afterwards, staff will present proposal and recommendation to RDA Board at the next, regularly scheduled RDA board meeting.
The five-member RDA Board reserves the right to decline any proposals. Proposals must be directed to: Secretary, Redevelopment Authority of the City of York, 49 East Market Street, York, PA 17401.
The Redevelopment Authority has regularly scheduled recurring meetings, the third Wednesday of every month at 5:00 pm in the conference room at 49 East Market Street, York, PA 17401.

Historical Background
Founded in 1950 pursuant to Urban Redevelopment law of the Commonwealth of Pennsylvania, the York Redevelopment Authority (RDA) is an independent legal entity charged with encouraging and overseeing the proper redevelopment of properties so that they productively contribute to the quality of life and/or economic development of the City of York.
The RDA consists of a five-person volunteer board of community representatives that are appointed by the Mayor, to four-year terms. The staff of the City of York Economic Development Department oversees and administers the Authority. The role of the RDA is to responsibly maintain and market its residential, commercial and mixed-use development properties in the City of York so that they are responsibly redeveloped and increase the City tax base and are fully integrated to support community and economic development in all city neighborhoods. The RDA is annually audited as part of the City of York’s annual audit and the financial reports are part of public record.
The RDA acquires property through donation, tax sale, purchase and condemnation. The majority of the RDA’s holdings consist of vacant grass lots, many of which are clustered together. Occasionally as the circumstance is presented, the Authority acquires vacant structures for which it seeks redevelopment proposals.
